EUROSPHERE PhD Summer School on Public Sphere, Sabanci University, Istanbul, 18-22 July 2011‏

Is Public Sphere Exclusively a Nation-State Phenomenon?
EUROSPHERE's next researcher training activity takes place between 18-22 July 2011, hosted in Istanbul by the Sabanci University. This is a PhD-level course on public sphere. The main target group is PhD students who are enrolled in a social science PhD programme. Persons seeking enrollment in a PhD-programme and advanced MA students are also encouraged to apply for admission.
This year's course consists of five thematic components:
The first component presents the ongoing research within the EUROSPHERE Project and introduces a discussion of theories of public sphere.
The second component offers lectures analyzing the status of everyday life and human imagination in people's understandings and experiences of the public sphere.
The third block elucidates the role of civil society and democratic institutions in public spheres, whereas the fourth conceives the public sphere with a focus on diversity and domination in public spheres.
The final component offers two philosophical analyses of ethics in public sphere.
The course lasts five days and offers lectures and student presentations each day. The overall course provides 20 hours of lectures and 10 hours of student presentations. The course programme, content, and curriculum have been devised to enable the participating PhD students to obtain ECTS
credits that can be used as part of their PhD-education.
There are two levels of participation, each of which qualifies for different levels of ECTS:
• Full course attendance and active participation in discussions for five days gives 5 ECTS
• Full course attendance and paper presentation qualifies the candidates for 10 ECTS credits.
PhD students who wish to obtain full ECTS credits from this course are expected to (1) attend the whole course, (2) present a paper during a student presentation session (see the programme below), (3) actively discuss other students' papers, and (4) submit the final version of their papers after the course, latest by 1 November 2011. All course participants, including MA students, can apply to present a
paper in a student session. However, only participants who are enrolled in a university PhDprogramme can submit a paper after the course to acquire the full 10 ECTS credits. Upon approval of full course attendance and curriculum knowledge, participants who are not enrolled PhD students receive an official certificate of participation specifying the acquired 5 ECTS credits. The enrolled PhD students whose papers pass the evaluation will receive an official course certificate specifying the 10 ECTS credits they have acquired.

Course on Minorities in Conflict Zones, Flensburg, 20-22 July 2011 (Extended DL: 31 May)‏

"Minorities in Conflict Zones" is a course designed to assist young diplomats in the understanding and assessment of the role of minorities in internal conflicts prior to deploying to countries experiencing internal strife. This will include training in conflict management as well as an introduction to current minority protection regimes. Minorities are often seen as the cause of internal conflicts but in reality the situation may be far more complex. In many cases minorities are simply caught in the 'line of fire' and left to their own device to survive in the power struggle of warlords and profiteers. In other cases, the elites of minorities are directly involved in the power struggles. The course for young diplomats provides insights to types of conflicts and the various management approaches that are employed across the globe. It scrutinizes the types of actors and institutions that get involved in conflicts, and it provides an overview of existing international regimes of protection, dialogue mechanisms and quiet diplomacy.
Because conflicts are diverse, the course will offer specialized introduction to regional approaches and case studies through individual sessions tailored to the participants in the course. Cases From Europe including the Balkans and Caucasus as well as from Central Asia, the Middle East, South Asia, Africa and Central and South America can be covered.
In order to allow participants to get a taste of the situation in conflict zones, the course for young diplomats organizes a roundtable discussion with speakers who have experience with conflict management in the field.

ECMI Summer school, National Minorities and Border Regions, Flensburg, 4-10 September 2011‏

European history has linked many national minorities intrinsically to borders. Nation-building processes in 19th and 20th century European history had to be accorded with existing territorial structures. Borders and border revisions have shaped not only the identity of Europe but also the identity of individuals living through the history of redrawn borders and changing national belonging. Concepts of national inclusion and exclusion resulted in a more multifaceted map of a Europe of nationalities than political maps of Europe show. With European integration and especially EU policies of redefining "hard" borders into "soft" borders, national minorities may have new roles to play in an environment formerly very hostile to national minorities claiming allegiance to a foreign national state. Border politics in Europe pose new challenges as well as provide new opportunities to neighbouring states not only in terms of minority governance but also in so far that in a globalizing world national minorities may provide the inter-cultural tools that the new border regime requires in order to develop a united Europe of diversity. At the same time, minority governance is still in the early implementation stage in many border regions. To explore the link between national minorities and border regions, the ECMI will offer a week long summer school jointly with the University of Flensburg.
The summer school programme will explore national minorities in border regions from different disciplines including regional economics, law, linguistics, sociology and politics. The aim of this interdisciplinary summer school is to integrate subjects that are treated separately in order to offer a comprehensive picture of national minorities in border regions.
The summer school is aimed at Master and PhD students as well as practitioners in related areas. Teachers are staff of the hosting institutions and invited faculty. A diploma of participation will be awarded. DATE 04 – 10 September 2011 Classes take place 05 – 09 September.
PLACE
Flensburg, Germany
Flensburg is situated in the Danish-German border region. The German-Danish border region is a home of four minorities – the German minority in South Jutland/North Schleswig; the Danish minority in South Schleswig, the North Frisians and the Roma & Sinti - and a regional language of Low German. The border region is also an official Euroregion that seeks to facilitate cross-border relations. The national regions on both sides of the border are located at the periphery of their respective state. This leads to common challenges and opportunities to learn from each other while observing basic differences between Denmark and Germany.
APPLICATION
Participation in the summer school is decided on a competitive basis. The application must include a letter of motivation and a CV. Application is only possible electronically via the summer school homepage at www.nmbr.de. The deadline for application is 24 June, 2011. Answers to the applications are sent out by 1 July, 2011. In case of confirmation, the summer school fee has to be paid by 10 July, 2011.
FEES Depending on the room, two fees are available. This covers: accommodation 04/09-10/09 participation in the whole summer school breakfast (Monday-Saturday) lunch (Monday-Friday) the official summer school dinner bus transportation within Flensburg all teaching materials
Accommodation in a double room: 280.00 Euro Accommodation in a single room: 440.00 Euro Participants from the region pay 50 Euro. This covers only participation in the summer school
lunch (Monday-Friday) the official summer school dinner all teaching materials
Participants are encouraged to apply for funding in their respective home countries. There are no reduced fees available.
CONDITIONS OF REGISTRATION The organizers assume no responsibility for expenses arising from unforeseen happening. Participants are expected to insure themselves against theft, loss, accidents and damage or medical expenses that may arise.
CANCELLATION POLICY
Provided a written cancellation is received before 18 July, the full payment minus 20% will be refunded. No refunds will be given after that date. No telephone cancellations will be accepted. Submit cancellation in writing to summerschool@ecmi.de.
VISAS FOR NON-EU CITIZENS For non-EU citizens: it is the responsibility of the participant to find out how long it takes to obtain a visa. Citizens of certain countries require a visa to enter into the Federal Republic of Germany. The ECMI can provide a Letter of Invitation, should you require one, but you must first make a registration payment. Letters of Invitation are sent by regular mail (no express). A scanned .pdf will be emailed to each participant. Participants requiring a visa should allow sufficient time to complete the visa application process prior to the commencement of the Summer School.

ART 301 ( special topics ) Intermediate photography
FROM EXPLORATION TO SELF EXPRESSION, 6 ECTS
Prof. Milan Aleksic
Course description
This course is intended for students at all levels, from introductory to advanced. Emphasis is on camera skills, image formation, transfer techniques through digital photography, and most importantly the content and the meaning of color photographic imagery.

Course schedule
August 1 to August 30, 2011
ARTH 302 ( special topics ) Theory of Art
CULTURE AND ART IN SOCIALIST YUGOSLAVIA, 4 ECTS
Prof. Branislav Dimitrijevic
Course description
This course is intended for undergraduate and graduate Students of Humanities, Arts and Social Sciences interested in the specificities of culture and art during the socialist period in Yugoslavia (1945-1991) and in the relations this culture had within the broader European cultural and artistic currents as well as with political, economic and other social contexts of its development.
Yugoslav culture of that period was a reflection of a unique political and economical position of this country in-between the two major political blocs during the Cold War era, as well as it was an aspect of the general, global processes of modernization. This culture makes therefore an interesting proposition linked both to the ideology of 'democratic' and 'self-managed' socialism and to Western artistic influences in the post-war period. This culture produced its 'official' and its 'dissident' counterparts, but the distinction between the two is not as uncomplicated as it is mostly interpreted, and therefore still presents an open field for academic research in the broader field of 'Yugoslav studies' which is in its theoretically exciting formation stage.
The summer course may help students in activating and focusing their interests in this impressive field of cultural signification, both in its general social and political role and in its specific artistic achievement. The course will look into the very formations of the concept of "Yugoslav cultural space' since the mid 19th century, but will primarily focus on the political and economical circumstances of the Socialist Federal Republic of Yugoslavia. Cultural antagonism between 'socialist realism' and 'socialist modernism' will be taken as a point of departure to reflect an open field of ideological and cultural debate which is illustrative for the historical development of this country from the anti-fascist (and anti-Stalinist) struggle in the 1940s, economical and social prosperity in the 1950s, 1960s and 1970s, and the political decline of the 1980s which led to the tragic dissolution and the civil war in the 1990s. The course will look into a variety of cultural achievements and 'symptoms' in the fields of visual art, film, architecture, popular music, as well as in the cultural construction of the 'everyday life'.
The course will therefore be interdisciplinary in its approach and in using the theoretical framework of cultural studies, history and theory of art, anthropology, sociology, political studies and other academic disciplines. The course will use resources of the Museum of Contemporary of Art in Belgrade, as one of the leading institutions of its kind in the region. Apart from a series of lectures and seminars, the course will also include a photographic workshop with the intention to record and visually explore the visible legacy of this period present in the city of Belgrade.
Course schedule
August 1 to August 30, 2011
FEES
2,400 Euros for 6 ECTS course.
2,000 Euros for 4 ECTS course.

6th round of Southeast Europe and EU - Leadership Development Programme Dead Line: 27 April 2011‏

The future of Southeast Europe depends on targeted and consistent action to develop effective civic structures and integrate the region into Euro-Atlantic political, economic and security spheres. This requires consultation and collaboration between international and regional policy-makers. Initiatives that build confidence among citizens in the region are a prerequisite for peace and stability, and ultimately for regional integration and economic prosperity. Underlying this project is the belief that the driving force for the continuation of the political, social and economic reform and the success of the region’s EU integration are qualified young professionals with international experience.
In an effort to contribute to the reform process in Southeast Europe, the TRANSFUSE Association and the College of Europe jointly launched a programme in 2006 for young people from the region, as well as from the rest of Europe, who aspire to play an active role in the future of their countries. The Programme runs over a ten-month period and aims to transmit knowledge about the EU and its relation to the region, to stimulate the leadership and professional skills of participants and to encourage the exchange of views.
